Leech_Lake_Reservation_Review_LLBand_vs_DNR_1973_Agreement (FeatureServer)

Service Description:

A request by the Leech Lake Band to align the MN Deer Permit Areas and Bear Quota Areas exclusively to the Leech Lake Reservation prompted a review of the spatial accuracy of the Leech Lake Reservation GIS layers to ensure it's use by hunters to abide by hunting regulations tied to that boundary. This review relates to the 1973 agreement between the Leech Lake Band and MN DNR concerning the Leech Lake Reservation. The legal description of the reservation defined by the agreement between the two parties was aligned with current surveyed control points by the counties. In addition, spring aerial imagery, original Government Land Office plat maps and other sources naming and relating to features described in the reservation legal description were used to align the reservation boundary to the most accurate location of such features currently on the ground.

A request Feburary 2021 by the Leech Lake Band to align the MN Deer Permit Area 197 and MN Bear Quota Areas 28 and 47 to the Leech Lake Reservation boundary prompted a review of the spatial accuracy of the MN Native American Reservation GIS layer pertaining to the Leech Lake Reservation. It is understood that the reservation boundary as it applies to hunting, fishing and gathering rights relates to the 1973 agreement and settlement between the Leech Lake Band of Chippewa Indians, et al. v. Robert L. Herbst. No. 3-69 Civ. 65; and United States of America v. State of Minnesota. No. 3-70 Civ. 228. The legal description of the reservation defined by the agreement between the two parties was aligned with current surveyed control points by the counties. In addition, spring aerial imagery, original Government Land Office plat maps and other sources naming and relating to features described in the reservation legal description were used to align the reservation boundary to the most accurate location of such features currently on the ground.
